Purpose and Scope

The Econsortium Group, Inc. (“eConsortium”) is committed to ensuring that the information and communications technology (ICT) we develop, integrate, resell, and support is accessible to people with disabilities. This policy applies to eConsortium’s role as an ICT integrator and reseller/catalog supplier, including cabling systems design and installation services we perform directly, and hardware, software, and related products we source through our distribution partners (primarily TDSynnex) and resell to our customers. This policy governs our internal accessibility governance, our procurement and integration practices, our process for addressing inaccessible ICT, our accessibility skills development, and our public communication of accessibility information, consistent with the six topic areas of the Texas DIR Policy Driven Adoption for Accessibility (PDAA) framework. This policy is formally approved and published on econsortium.com effective the date above.

1. ICT Accessibility Policy

This ICT Accessibility Policy has been approved by company leadership (Mustafa Conchinwala, Partner) and is published on econsortium.com. It will be maintained as a living document, reviewed at least annually, and updated as our accessibility program matures.

1a. Policy Statement

eConsortium is committed to the principle that all customers, including those with disabilities, should be able to access and use the ICT products and services we provide. Where eConsortium designs, integrates, or delivers custom ICT solutions, we will apply recognized accessibility standards (including WCAG 2.1 Level AA for any web-facing deliverables) to the extent applicable to the scope of work. Where eConsortium resells third-party hardware and software (our predominant business model), we rely on and require accessibility documentation — Voluntary Product Accessibility Templates (VPATs) / Accessibility Conformance Reports (ACRs) — from our manufacturers and distribution partners, most notably TDSynnex, whose accessibility program eConsortium aligns with for the majority of the products we distribute.

1b. Implementation and Maintenance Plan

eConsortium has completed initial planning for implementing and maintaining this policy: ownership is assigned (Section 2), the policy will be reviewed at least annually or upon material change to our product/service lines, and it will be communicated internally to sales, procurement, and delivery staff as part of onboarding and periodic refreshers.

1c. Metrics and Progress Tracking

eConsortium is identifying metrics to gauge progress against this policy, including: the percentage of resold product lines for which current VPAT/ACR documentation is on file; the number of accessibility-related customer inquiries received and their resolution time; and completion status of the action items in Section 4 below.

2. Organizational Governance

2a. Organization-Wide Governance System

eConsortium’s organization-wide governance approach for ICT accessibility has been approved, anchored by a named policy owner (below) with authority to coordinate accessibility practices across sales, procurement, and service delivery.

2b. Designated Responsible Individual

Andrew Oberweger, VP of Operations and Sales, is the accessibility policy owner and point of contact for eConsortium (andrew@econsortium.com, (713) 974-6680), with implementation duties and responsibilities formally assigned. Andrew is responsible for maintaining this policy, coordinating with distribution partners on accessibility documentation, and serving as the escalation point for accessibility-related questions or complaints (see Section 6).

2c. Reporting and Recordkeeping

eConsortium is developing internal tools and procedures for tracking accessibility documentation requests, customer inquiries, and any identified accessibility issues, so that this information is available for management review.

3. Integration into Procurement and Business Processes

As an integrator and reseller/catalog supplier, eConsortium’s accessibility integration efforts focus on (1) our own cabling integration and design services, and (2) the products we source and resell through our distribution partners.

3a. Identifying Candidate Processes

eConsortium has evaluated its key business processes — vendor/distributor selection, product sourcing, and proposal response — for accessibility gaps, and is developing a plan to integrate accessibility criteria into these processes. Because eConsortium sources the substantial majority of its products through TDSynnex, our primary integration point is aligning with and relying on TDSynnex’s existing accessibility conformance program, rather than duplicating a separate accessibility review for each product.

3b. Process Changes Underway

eConsortium has completed and put into use a standard step in its proposal and bid-response process to confirm that accessibility documentation (VPAT/ACR) is available from the manufacturer or distributor for products included in a given response, and to provide that documentation to customers upon request. Additional key business processes are still being evaluated for similar integration.

4. Process for Addressing Inaccessible ICT

eConsortium is primarily a reseller/catalog supplier and integrator rather than a manufacturer or software developer, so this section addresses both the limited custom deliverables eConsortium may develop directly (4a–4d) and, more centrally, our reseller/catalog obligations (4e).

4a. Identification and Compliance Planning

eConsortium is developing plans to identify and, where applicable, test any custom-developed ICT deliverables (for example, project documentation or web-facing tools we build) for accessibility, and to set target dates for bringing any identified gaps into compliance.

4b. Alternate Means of Access

eConsortium is developing plans so that, where a resold or delivered product is found not to be accessible, customers are offered an alternate means of accessing the underlying information or functionality (e.g., an accessible substitute product, or direct support from our team) until the product is remediated by its manufacturer.

4c. Corrective Actions Process

eConsortium is developing a corrective actions process for handling accessibility-related issues or defects raised by customers, including escalation to the responsible manufacturer or distributor and follow-up with the customer.

4d. Recordkeeping — Custom Deliverables

eConsortium plans to maintain a record of the accessibility status of any custom-developed deliverables and associated corrective action tracking.

4e. Recordkeeping — Reseller/Catalog Products

eConsortium has a recordkeeping system in place for obtaining and tracking accessibility documentation (VPATs/ACRs) for the vendor products we offer: as part of our standard proposal process (Section 3b), documentation is confirmed and retained per engagement, drawing primarily on TDSynnex’s and other manufacturers’ published accessibility documentation, for reference and for sharing with customers on request.

5. Availability of ICT Accessibility Skills

5a. Defining Skills and Knowledge Needs

eConsortium has identified the fields of practice within our organization that require accessibility knowledge or skills — sales and proposal staff (confirming and communicating VPAT/ACR availability), procurement (vendor and distributor selection), and field delivery staff (accessible workspace and cabling design considerations) — and has defined the general skills and knowledge needs for each.

5c. Managing Progress

eConsortium has a high-level management plan, owned by Andrew Oberweger, to identify training resources (including manufacturer- and distributor-provided accessibility training, such as materials available through TDSynnex) and to allocate qualified staff to accessibility-related customer questions as they arise.

6. Public Communication of Accessibility Policy and Progress

6a. Policy and Documentation Availability

This ICT Accessibility Policy is published on econsortium.com, effective the date above. Available product accessibility documentation (VPATs/ACRs) is provided to customers upon request.

6c. Accessibility Support / Intake Channel

eConsortium has established a dedicated accessibility inquiry channel, accessibility@econsortium.com, to receive and address customer questions or concerns about the accessibility of our products and services. This channel is monitored by the policy owner (Andrew Oberweger) and staffed to provide timely responses.
